La majeure partie du plomb atmosphérique provient d’activités humaines ; les sources principales sont la combustion du charbon, l’essence à plomb, les petits avions volant à l’altitude où se forment les nuages et les travaux de construction qui libèrent le plomb du sol.

Les émissions de gaz à effet de serre sont la cause principale du réchauffement planétaire ; cependant, l’émission de petites particules de substances telles que le plomb peut avoir l’effet opposé en interagissant avec la vapeur d’eau dans l’atmosphère pour déclencher la formation de nuages. En fonction de leur altitude et de leur épaisseur, les nuages peuvent refléter la lumière du soleil dans l’espace ou piéger la chaleur émise par la Terre.

L’objectif de cette étude était de déterminer l’impact de ce plomb dans la formation des nuages. À cette fin, des scientifiques d’Allemagne, de Suisse et des États-Unis ont «capturé» de vrais nuages aux sommets des montagnes des deux côtés de l’Atlantique et ont étudié les nuages créés de façon artificielle dans des chambres à nuages spéciales en laboratoire.

Leurs expériences ont révélé que le plomb changeait les conditions nécessaires à l’apparition des nuages : si l’air contient du plomb, il n’a pas besoin d’être aussi froid ou humide pour la formation de nuages.

Par ailleurs, les modèles informatiques ont démontré que les particules contenant du plomb modifiaient suffisamment les propriétés des nuages pour influencer la quantité de radiations à ondes longues émises par la Terre. Au cours des années 1970 et 1980, avant l’introduction à grande échelle de l’essence sans plomb, la plupart des particules de poussière flottant dans l’atmosphère étaient probablement contaminées par le plomb, permettant à la Terre de libérer davantage de chaleur.

«Dans une certaine mesure, cela a probablement conduit à un ralentissement mondial de l’élévation des températures, alors qu’aujourd’hui, presque la totalité des gaz à effet de serre commencent à agir», a expliqué le professeur Joachim Curtius de l’université Goethe de Francfort en Allemagne.

Peu de personnes recommandent de pomper davantage de plomb atmosphérique pour pallier les effets du réchauffement planétaire, étant donné que ce métal très toxique est nocif à la santé humaine. «Toutefois, avec du recul, nous pouvons désormais expliquer la raison de cette tendance vers des élévations de température plus rapides ces dernières années ; cela est dû au fait que nous avons réduit nos émissions en plomb et en sulfates», a déclaré le professeur Stephen Borrmann de l’université Johannes Gutenberg de Mainz, en Allemagne.

«Nous savons que la vaste majorité du plomb atmosphérique provient de sources anthropiques», ajoute l’auteur principal Dan Cziczo du département américain de l’Energy Pacific Northwest National Laboratory. «Aujourd’hui, nous montrons que le plomb change les propriétés des nuages et, par conséquent, l’équilibre de l’énergie solaire qui affecte notre atmosphère.»

These are among the findings from a new UN Environment Programme (UNEP)-commissioned report presented today at the World Oceans Conference in Indonesia, where over 120 nations are gathering to boost the health of the global marine environment.

In the US, for example, food vendors in national public parks are required to use biodegradable plates, cups, and other disposable food containers and discouraged from distributing straws with drinks unless specifically requested by the customer.

In Hawaii, US, an initiative that gives fishermen cash awards by the weight of abandoned gear they report resulted in nearly 75 tonnes of debris removed over a two-year period.

A levy of US$ 0.02 (€0.15) per plastic bag in Ireland generated nearly US$ 13 million (€9 million) and led to a 90 per cent reduction in consumption of disposable plastic bags. The money generated was channelled into environmental initiatives in the country.

These types of incentives create opportunities for policy makers to exercise their political will, given that they are able to generate the necessary funds to implement an environmental plan.

A private-public partnership in Honolulu saw the collection of nearly 26 tonnes of net and monofilament line, which were processed and converted into electric power.

In South Korea, cost sharing between cities and payment to fishermen were used to tackle marine litter.

Achim Steiner, UN Under-Secretary General and UNEP Executive Director, said: “Smart market mechanisms, from feed-in tariffs to stimulate renewable energies to paying communities for ecosystem services can transform the economics of sustainability.”

“Today we present evidence that the same approach can be brought to bear in the area of marine litter underlining yet another area where a Green Economy can be glimpsed and one day soon realized,” he added.

Marine debris damages marine industries, but is also an economic cost to society and the environment. Globally, as much as 80 per cent of marine debris entering the ocean each year is thought to come from land-based sources, with the remainder coming from shipping and other maritime sources.

The report made a number of recommendations to address the problem. These include measures to:

Invest in the waste management infrastructure – from the smallest items (waste cans conveniently located by beaches and piers) to state-of-the-art landfills and environmental-friendly materials that will not persist in the environment and substitution of materials to increase degradability.

Encourage strategies that will prevent or reduce the amount of litter entering inland waterways from towns, streets, parking areas, etc. This can be done in conjunction with an educational campaign that helps people understand how all watersheds are connected, and how their piece of litter can impact natural resources, marine habitats, navigation, health and safety.

Create opportunities for all stakeholders (public and private sectors) to communicate, exchange information, share technological expertise, the latest marine litter research, guidelines, and successes.

Build a stronger sense of environmental stewardship among ocean users as well as people who live inland through education and community outreach. This ethic is critical given the global nature of marine litter, its inability to be confined within territorial boundaries and the complexity of identifying sources.

Enhance and encourage collaboration among NGOs, industry, governments, citizens, academia, fisheries management organizations, local communities and municipalities. A variety of partners bring different skills and resources to the table, leading to a stronger foundation for success.

Support and promote voluntary efforts to remove litter from the marine environment (e.g., beach and river clean-up events)

Deposits-refund systems, user and administrative charge, and sales taxes and cost sharing are among market-based instruments cited as most suitable in controlling marine debris.

The global conservation organisation also points out that the government’s position wrongly focuses on potential burdens for households, while ignoring the financial benefits of a low carbon future.

“Japan pretends to aim at ambition levels and emission cuts similar to those in the EU and US, but the method applied to compare efforts by different countries is misleading”, says Kim Carstensen, Leader of the WWF Global Climate Initiative.

“Ill-informed Japanese citizens are at risk of being talked into a high emission future – bad for the people, bad for the economy, and bad for nature.”

The target options currently debated range from an increase of 4% to a decrease of 25% by 2020 compared to 1990 levels. The Aso government says the weakest option, +4% by 2020, is comparable to the EU’s goal of cutting emissions 20% by 2020, as well as to the US goal of returning to 1990 levels by 2020.

According to WWF, this is a case of serious public misinformation.

The method applied by the Japanese government is biased, because “Marginal Abatement Costs” – the extra costs a country must incur to reduce one more unit of pollution – are used as the sole indicator to compare country efforts, while other more important indicators such as ability to pay and historical responsibility are completely ignored.

”To create cost curves for marginal abatement you need detailed country data, and different organizations release different cost curves, so the government’s cost curve is neither an objective indicator nor the ultimate truth”, says Carstensen. “Picking just one indicator which is also advantageous for Japan and presenting it as if it was the only indicator to assess comparability is misleading.”

The government’s announcement about economic consequences related to the various target options is also distorted. Targets such as -15% or -25% are described as a heavy burden for households, highlighting only estimated decreases in job numbers, income levels and GDP growth. Positive economic effects of strong targets and the opportunity to create green jobs are concealed.

“While countries such as Australia are raising the ambition level, Japan proposes smaller efforts to tackle climate change, frozen in fear of economic burden while not seeing the benefits of a low carbon future”, said Carstensen. “Instead of depressing citizens with loss and decline messages, the Aso government must go for a strong target to leave future generations a safe environment.”

In WWF’s view, a responsible and capable country like Japan must contribute its fair share to the global effort and aim at emission cuts of 25% to 40% by 2020, as shown by the IPCC. If Japan were to choose a weak target, it would seriously discourage efforts by other countries, resulting in a major blow for international hopes to agree a new global climate treaty this year.

The Japanese government announced the six target options on 27 March. After the announcement, the government has held five public hearings in major cities across the country. The sixth and last hearing is held today in Tokyo. In parallel, the government is calling for public comments on the proposed target options until 16 May. Taking into account the results of these processes and internal discussion within the government, Prime Minister Aso is expected to announce his final decision on the mid-term target sometime in June.

Le changement climatique sera au cœur des débats. Parmi les thèmes abordés, la biodiversité occupera également une place importante et les ministres français défendront en particulier l’initiative IPBES, plate-forme scientifique intergouvernementale sur la biodiversité et les services éco systémiques, équivalente du GIEC pour le climat.

Des sessions sont également prévues sur les technologies bas carbone (en présence de l’Agence internationale de l’énergie et de la Banque mondiale), et sur la santé des enfants et l’environnement.

Ce G8 sera également l’occasion d’une rencontre entre les pays européens et les représentants des pays africains afin de développer des relations privilégiées entre les deux continents dans les négociations climatiques, en privilégiant une approche par programmes pour donner l’accès à l’énergie à l’Afrique.

Outre les pays du G8, la rencontre réunira le Brésil, la Chine, l’Inde, le Mexique, la République d’Afrique du Sud ainsi que l’Australie, la Corée du Sud, l’Egypte et l’Indonésie.
Au titre de la présidence du Conseil de l’Union européenne, la République tchèque et la Suède seront également représentées tout comme le Danemark (pays président de la 15ème conférence de l’ONU sur le climat qui se tiendra en décembre 2009).

Les Ministres feront valoir l’urgence d’une solution exigeante alliant adaptation et développement des Pays du sud.

Ces discussions ministérielles ont vocation à préparer les échanges des chefs d’Etat et de gouvernement du G8 qui se réuniront à Maddalena en Sardaigne du 8 au 10 juillet 2009. Au cours de cette rencontre, les questions associées au climat et plus généralement à l’environnement devraient occuper une place majeure.
